Newark Affordable Housing Plan
Newark, CA is a growing Bay Area city experiencing many of the same affordable housing and community development challenges faced by communities across Silicon Valley. Since 2020, Community Planning Collaborative has provided support to the City of Newark, helping to develop its affordable housing workplan through on-call technical assistance that complements their limited in-house capacity. CPC has supported the City in implementing more of its ambitious pro-housing policies and programs, providing support for planning entitlement projects, and generally supporting the City’s affordable housing program efforts, policy development, and regional planning efforts.
Key elements of the affordable housing work plan and housing element implementation include:
Developing and managing Notices of Funding Availability (NOFA) to identify affordable housing development partners and a BMR program administrator
Conducting an inclusionary housing policy feasibility analysis and associated outreach to support the adoption of an updated inclusionary housing ordinance
Developing a feasible and fair-housing-compliant local preference policy for Newark residents and workers to receive priority in new affordable housing
Identifying and developing tenant protection policies to support Newark’s anti-displacement goals
Exploring affordable housing sites acquisition strategies
Providing development negotiation and transaction support
Designing and developing the city’s housing website
