Rooted in Marin

CPC led Rooted in Marin, a countywide initiative developed with the jurisdictions of Marin County to understand and address displacement through community engagement and coordinated policy action. The project aimed to engage with all community members, educate the public on anti-displacement, and explore and evaluate policy options to align with community goals and needs. Through outreach, education, and research, our team sought to understand the problems the community is trying to solve and the opportunities and assets that can help address them.

In partnership with the County, we approached the project in two phases:

Phase One involved listening and learning from diverse community members about their experiences of high housing costs, displacement, and homelessness, providing a fuller understanding of the dynamics and impacts of the housing shortage across the county. The engagement phase included convening and facilitating a 16-member advisory committee, and conducting a countywide survey in Spanish and English with 895 responses, a virtual community workshop, and several focus groups, including outreach to the business, property owner, and realtor communities as well as renter subgroups most impacted by rising housing costs, including people experiencing homelessness.

Phase Two involved adopting a shared framework and producing a final report and website which provides policy tools and recommendations for Marin jurisdictions advancing equitable housing stability policies.

The County and other Marin jurisdictions continue to build on the engagement and research phase, working with other community partners to agree upon goals and guiding principles for addressing displacement.
